The Hon. Christel Fleur Garland is a judge for the Bronx County Housing Court in the Twelfth Judicial District of New York. She was appointed to the Housing Court bench in 2018 by the Hon. Lawrence K. Marks, Chief Administrative Judge of the State of New York.
Judge Garland graduated with her B.A. in criminology from the City University of New York, John Jay College of Criminal Justice in 2003. She went on to earn her J.D. from the City University of New York School of Law at Queens College in 2009.
After graduating from law school, Garland served as a judicial law clerk with the Superior Court of New Jersey for one year.
Then, in 2011, she began a seven-year tenure with the New York State Unified Court System. She held various positions, which included serving as a Trial Part court attorney (2011 to 2013), a Trial Part senior court attorney (2013 to 2017), and a Trial Part associate court attorney (2017 to 2018). While holding those positions, Garland also served as an arbitrator for the Harlem Community Court and the New York County Civil Court, and also served as a court attorney to the supervising judge of both the Kings County and New York County Housing Courts.
Her memberships have included the National Association of Women Judges, the Metropolitan Black Bar Association, the New York City Bar Association, and the Tribune Society.
