Hon. Jesse L. Seabrooks, II is a judge for the 10th Judicial District Court of Minnesota in Chisago County. He was appointed by Governor Tim Walz in 2021, filling the vacancy created by the retirement of the Hon. Kathleen A. Mottl (Ret.).
The 10th Judicial District includes Anoka, Chisago, Isanti, Kanabec, Pine, Sherburne, Washington, and Wright Counties.
Prior to his appointment, Seabrooks worked for three years as an assistant county attorney with the Washington County Attorney’s Office beginning in 2018. As such, he served as the county’s Auto Theft Attorney, tasked with overseeing the office’s compliance with the statewide automobile theft grant. Before that, he was an assistant prosecuting attorney assigned to the Juvenile and Grand Jury Divisions with the Franklin County Prosecutor’s Office (2012 to 2018) in Columbus, Ohio.
Seabrooks has also served as a judge advocate in the Army National Guard since 2014. During his service, he was deployed in 2017 in support of Operation Enduring Freedom/Operation Spartan Shield.
He received a B.A. from Ohio University in 2009. Seabrooks went on to complete a J.D. at Capital University Law School in 2012. He also attended The Judge Advocate General Legal Center and School in 2015.
His memberships have included the Minnesota Association of Black Lawyers, the Minnesota National Guard African American/Black Heritage Council, and the National Guard Association.
From a civic standpoint, Seabrooks was involved with Ujamaa Place Men’s Group, the Washington County food drive, the high school mock trial, and the Veteran’s Appreciation Program.
