The Hon. Richard L. Hagar is a judge for the North Dakota North Central Judicial District. He was initially elected to the Northwest Judicial District in 2006, transferring to the North Central Judicial District when it was created on January 1, 2014.
The North Central Judicial District includes Burke County, Mountrail County, and Ward County.
Over the course of his judicial career, Hagar was suspended without pay for three months after the Judicial Conduct Commission concluded that he failed to issue opinions in a timely manner.
Hagar earned a bachelor’s degree from the University of States Air Force Academy in Colorado Springs in 1979. He then completed a J.D. at the University of North Dakota School of Law in 1988.
After graduating from law school, Hagar entered into private practice in Minot. He worked in that capacity until his election to the bench.
