The Hon. William P. Feland (Ret.) served as a judge for the 23rd Judicial Circuit Court in Arkansas. Feland was appointed to the bench by former Governor Mike Beebe in 2012, filling a vacancy created by the elevation of the Hon. Phillip T. Whiteaker to the Arkansas Court of Appeals. He resigned at the conclusion of his term on December 31, 2014.
Prior to his appointment, Feland was the Prosecuting Attorney for the 23rd Judicial District, a position to which he was named in 2008. Before that, he spent time as the founder and chief executive officer of Pinnacle Structures (1994 to 2012).
Feland earned a bachelor’s degree in accounting and agriculture from the University of Arkansas. He then completed a J.D. at the University of Arkansas at Little Rock, William H. Bowen School of Law in 1978. Feland is licensed as a public accountant.
After graduating from law school, Feland began his legal career as a legislative assistant to David Pryor of the United States Senate. He served in that capacity until 1980, at which time he entered into private practice. Then, in 1985, he became the Prosecuting Attorney for the 17th Judicial District.
His memberships have included the Cabot Chamber of Commerce, the Board of the Lonoke Exceptional School, the Board of Directors of Centennial Bank, and the Board of Directors of the Cabot School District.
