He believes that the exhaustion 0f administrative remedies would be fiJtile because he became aware that the City had refused t0 grant relocation benefits to any of the tenants who went through the relocation process. 3. Plaintiff Edward Stancil is a tenant at Berth 29 at Docktown Marina. He has exhausted her administrative remedies by appealing the City’s relocation benefit decision. 4. Plaintiff Jedrick Humphries isa tenant at Berth 16 at Docktown Marina. He has exhausted her administrative remedies by appealing the City’s relocation benefit decision. 5.
