Hon. Francis Green, III is a judge for the 10th Judicial District Court of Minnesota in Washington County. He was appointed to the bench by Governor Tim Walz on April 5, 2021, filling the vacancy created by the retirement of the Hon. Mary E. Hannon (Ret.).
The 10th Judicial District includes Anoka, Chisago, Isanti, Kanabec, Pine, Sherburne, Washington, and Wright Counties.
Prior to his appointment, Green presided as a referee for the Conciliation Court in the 2nd Judicial District (2019 to 2021) and as a National Realty specialist with the United States Department of Agriculture (2010 to 2021). In his role with the Department of Agriculture, he was tasked with advising and representing the Natural Resources Conservation Service in land conservation and real property law matters.
Before that, his legal career included working as a private practice attorney (2006 to 2010) and an assistant attorney general with the Minnesota Attorney General’s Office (2001 to 2006).
Green received a B.A. in political science from the University of Louisiana at Lafayette (1997) and an M.A. from the University of Minnesota, Humphrey School of Public Affairs (2000). He went on to complete a J.D. at the University of Minnesota Law School in 2000.
Green was admitted to practice in Minnesota (2001), the United States District Court for the District of Minnesota (2004), and the United States Court of Appeals for the 8th Circuit.
His memberships have included the Minnesota District Judges Association and the Minnesota Association of Black Lawyers (Board of Directors). Green also served on the 10th Judicial District Equal Justice Committee, the Community Corrections Advisory Board, the Model Cities of St. Paul Board of Directors (past chair), the City of Woodbury Planning Commission (commissioner), and the Humphrey School of Public Affairs Alumni Board of Directors.
He is a Certified Real Property Law Specialist by the Minnesota State Bar Association.
Green has served as a co-host on The District Court Show since 2022.
Prior to pursuing his legal career, he was a police officer in Lafayette, Louisiana (1994 to 1997).
