The Hon. Frank R. Addy, Jr. is a judge for the 8th Judicial Circuit Court of South Carolina. He was elected to the bench by the South Carolina General Assembly on February 3, 2010.
The 8th Judicial Circuit includes Abbeville, Greenwood, Newberry, and Laurens Counties.
Prior to his election, Addy presided as a judge for the Greenwood County Probate Court since his appointment in 1999. He also served as a special circuit court judge (2006 to 2007) and was instrumental in helping to establish the 8th Judicial Circuit Drug Court in 2008.
Before joining the bench, Addy was chief public defender for Greenwood and Abbeville Counties (1998 to 1999). He also spent time in private practice and was a former assistant solicitor with the 8th Judicial Circuit Solicitor’s Office, where he began his legal career.
Addy received a bachelor’s degree in international studies from the University of South Carolina in 1990. He then completed a J.D. at the University of South Carolina School of Law in 1993. While a law student, Addy sat as articles editor of the Student Editorial Board of the Real Property, Probate, and Trust Journal and was president of the International Law Society and a member of the International Moot Court Team and the Palmetto Law Society.
He has served as the Judicial Branch liaison to the Department of Mental Health and was appointed as the Circuit Court representative to the Access to Justice Commission in 2021. Addy was also treasurer of the South Carolina Circuit Judges Association and a past president of the South Carolina Association of Probate Judges.
He received the Executive of the Year Award from the Emerald Chapter of IAAP in 2003.
Addy was born in Greenwood, South Carolina. A married father of two children, he and his wife attend St. Mark United Methodist Church. Addy is also a member of the Greenwood Masonic Lodge #91 and the Rotary Club of Greenwood. When not presiding over legal matters, he enjoys travel, boats, being on the water, and rooting for the Carolina Gamecocks football team.
