Hon. Kevin F. McHugh is an associate justice of the Rhode Island Superior Court. He was appointed to the bench by Governor Dan McKee in 2021, filling the vacancy created by the elevation of the Hon. Melissa Long to the Rhode Island Supreme Court.
At the time of his appointment, McHugh was the senior assistant city solicitor for the City of Providence and legal counsel to the Special Legislation and Veterans Affairs Committee for the Rhode Island Senate. In his role as senior assistant city solicitor, he served as the primary litigator in cases involving police brutality, as well as represented city officials in State and Federal Court matters. McHugh also advised the City’s Police and Fire Departments and was counsel to the Providence Board of Licenses, Liquor Control Board. He had served the City of Providence since 1990 and was a lawyer for the state Senate since 1994.
McHugh received a B.A. (1972) and a M.A.T. (1973) from Rhode Island College. He then spent the next sixteen years teaching English and communications at local high schools and at Fisher Junior College before completing a J.D. at New England Law in 1988.
He was admitted to practice in Rhode Island and the United States District Court for the District of Rhode Island (1988).
