The Hon. Phillip M. Fromme (Ret.) served as a judge for the 4th Judicial District Court of Kansas. Fromme was appointed to the bench by former Governor Bill Graves in 1996. He retired on November 30, 2017.
The 4th Judicial District encompasses Anderson, Coffey, Franklin, and Osage Counties. Fromme has held assignments in Coffey County and Osage County.
Prior to his appointment, Fromme was an attorney in private practice. He supplemented his practice with service as the County Attorney for Coffey County.
Fromme earned a bachelor’s degree from Washburn University of Topeka. He then completed a J.D. at Washburn University School of Law.
Born and raised in Hoxie, Kansas, Fromme is a veteran of the Kansas National Guard (1970 to 1977). He and his wife, Kathy, have three adult children and reside in Burlington, Kansas. When not presiding over legal proceedings, Fromme enjoys hunting, fishing, gardening, and traveling.
