Judge R. Todd Harris: Professional Background and Legal Expertise

The Hon. R. Todd Harris is a judge for the 1st Judicial Circuit Court of Florida. He was appointed to the bench by Governor Ron DeSantis on July 22, 2022, filling a vacancy created by the retirement of the Hon. Michael A. Flowers.

The 1st Judicial Circuit encompasses Escambia, Okaloosa, Santa Rosa, and Walton Counties.

Harris earned a bachelor's degree in English from the University of West Florida in 1999. He then completed a J.D. at Florida State University College of Law in 2003.

He is admitted to practice in Florida, the United States District Court for the Northern District of Florida, and the United States Bankruptcy Court for the Northern District of Florida.

After graduating from law school, Harris began his legal career as an associate at McDonald Fleming. He remained with the firm for nine years, eventually leaving to become a partner at Fleming, Harris, Bond, Bush & Associates. He specialized in civil litigation, handling commercial, construction, creditor’s rights, and employment matters. He also represented clients in a variety of administrative issues before local government boards.

His memberships have included the Escambia-Santa Rosa Bar Association. He has also been involved with the 1st Judicial Circuit Judicial Nominating Commission.

Born in Lakeland, Florida, Harris was a resident of Cantonment, Florida, at the time of his appointment.
