The Hon. Theresa W. Carter is a judge for the 16th Judicial District Court of Virginia. She joined the bench in 2018.
The 16th Judicial District includes the City of Charlottesville and the Counties of Albemarle, Culpeper, Fluvanna, Goochland, Greene, Louisa, Madison, and Orange.
Prior to beginning her judicial career, Carter managed her own private practice, where she acted as a Guardian ad Litem and was a substitute judge for the 16th Judicial District. Before that, she spent ten years as an assistant commonwealth’s attorney in Orange County and was in private practice at a law firm in Richmond.
Carter received a bachelor’s degree from the University of Virginia. She then completed a J.D. at William & Mary Law School in 1993.
A native of Orange County, Virginia, Carter attended Orange County High School.
