The Hon. Thomas M. Bultman is a judge for the 3rd Judicial Circuit Family Court of South Carolina. He was elected to the bench by the South Carolina General Assembly on February 7, 2018.
The 3rd Judicial Circuit encompasses Lee, Sumter, Clarendon, and Williamsburg Counties.
Prior to his election, Bultman was a partner at the Bryan Law Firm in Sumter. He joined the firm as an associate in 1987, rising through the ranks to become a partner in 1992. During his tenure there, he specialized in family law, social security, and veterans disability cases.
Bultman earned a bachelor’s degree in political science from The Citadel in 1975. He then completed a J.D. at the University of South Carolina School of Law in 1978. He is licensed to practice in South Carolina, the United States District Court for the District of South Carolina, the United States Tax Court, and the United States Court of Appeals for Veterans Claims.
After graduating from law school, Bultman spent time as an associate at Richardson, James & Player in Sumter. He supplemented his practice with service as an assistant solicitor with the 3rd Judicial Circuit Solicitor’s Office.
His memberships have included the Sumter County Bar Association, the South Carolina Bar Association, the Academy of Matrimonial Lawyers, the National Organization of Social Security Claimants’ Representatives, and the National Organization of Veterans Advocates. He has also been involved with the Sumter Rotary Club, the Sunset Country Club, the Sumter Sertoma Club, and the Salvation Army.
Bultman was born and raised in Sumter, South Carolina. He and his wife, Marsha, have two adult children. The family attends St. James Lutheran Church. When not presiding over legal proceedings, he enjoys golfing.
