A. Allegations
Plaintiffs J.H. and A.H. are the minor children of Decedent Shin Wu (“Decedent”). Plaintiff Chien-Tung Wu is the father of Decedent.
Plaintiffs allege that Defendant County of Los Angeles (“County”) received notice on June 23, 2018 that Decedent had a serious mental illness. On August 11, 2018, County social worker Chris Li received notice that Decedent was hospitalized on a 5150 involuntary psychiatric hold due to her suicidal tendencies and was diagnosed by College Medical Center in Long Beach with schizoaffective bipolar disorder. On August 21, 2018, J.H. and A.H. were removed from the custody of Decedent, and County became responsible for minor plaintiffs’ care and safety. On August 24, 2018, Decedent was present at Edelman’s Children Courthouse for a family reun
