Judge Frank E. Cuthbertson - Professional Background & Legal Expertise

Biography

The Hon. Frank E. Cuthbertson (Ret.) was a judge for the Pierce County Superior Court in Washington. He was appointed to the bench by former Governor Gary Locke in 2001, becoming the first African-American to serve on the court. Cuthbertson retired in 2020.

Over the course of his judicial career, he served as presiding judge of the Criminal Division (2011) and the Juvenile Court (2006) and also helped to establish Pre-Trial Services and the Felony Mental Health Court.

Cuthbertson received a bachelor’s degree from Duke University in 1975. He then completed a J.D. at Seattle University Law School in 1993.

Prior to joining the bench, Cuthbertson practiced as an attorney at Davis Wright Tremaine and Gordon, Thomas, Honeywell, Malanca, Peterson & Daheim and was in-house legal counsel for Group Health Cooperative of Puget Sound.

In addition to his practice, Cuthbertson was an adjunct professor of law at Seattle University Law School.

His memberships included the Washington State Racial Disproportionality Advisory Committee, the Superior Court Judges’ Association Family and Juvenile Law Committee, the Models for Change Judicial Advisory Committee, and the Washington Partnership Council on Juvenile Justice. Cuthbertson was also a member of the Pierce County Bar Association and the Legal Foundation of Washington.

His civic involvement included the Board of the Washington Court Appointed Special Advocate, the College Success Foundation, the American Red Cross, and the United Way Planning Committee.

Cuthbertson was born in Queens, New York, where his father worked as a parole officer at Rikers Island and his mother was a nurse at Jamaica Hospital.

After retiring from the bench, he hoped to travel with his wife.
