Judge Gail Chang Bohr - Professional Background & Legal Expertise

Biography

The Hon. Gail Chang Bohr (Ret.) served as a judge for the 2nd Judicial District Court of Minnesota. Bohr was elected to the bench on November 4, 2008. She retired on March 31, 2014, and became a senior judge for the State of Minnesota.

Prior to her election, Bohr was the Executive Director of the Children’s Law Center of Minnesota, a position to which she was named in 1995. Before that, she spent time as an associate at Faegre & Benson.

Bohr earned a bachelor’s degree from Wellesley College (1966) and a master’s degree in social work from Simmons College (1968). She spent the next several years working as a clinical social worker before completing a J.D. at William Mitchell College of Law in 1991.

After graduating from law school, Bohr began her legal career as a judicial law clerk to the Hon. Sandy Keith of the Minnesota Supreme Court.

Her memberships have included the Ramsey County Bar Association, the Hennepin County Bar Association, the National Asian Pacific Bar Association, and the Infinity Project. She was also involved with the ABA Children’s Rights Litigation Committee Working Group, the Minnesota Juvenile Justice Advisory Committee, and the Ramsey County Juvenile Court Children’s Justice Initiative.

She is a recipient of the Child Advocacy Award from the American Bar Association, the Outstanding Service to the Profession Award from Minnesota Lawyer, the Advocate Award from the Minnesota State Bar Association (2004), and the Distinguished Service Award from the Minnesota Council of Child Caring Agencies (1997).

Born and raised in Jamaica, Bohr is the ninth child of fifteen. Her parents immigrated to Jamaica from China, where they operated the first supermarket in Kingston. Bohr has served as an international consultant with the National Center for State Courts’ Trinidad and Tobago Juvenile Court Project. In that capacity, she helped establish Trinidad’s first juvenile court.
