Judge Gary E. Risley - Professional Background & Legal Expertise

Biography

Hon. Gary E. Risley is a judge for the San Juan County Probate Court in New Mexico. He was appointed to the seat by the San Juan County commissioners in 2021, filling the vacancy created by the election of the Hon. Stacey Biel to a magistrate position.

Risley previously served two terms as the probate judge in San Juan County after being elected to the bench in 2002.

In addition to his judicial responsibilities, he is also the founding director and shareholder of the Risley Law Firm, P.C. in Farmington. Before opening the firm, Risley was director and shareholder of the Farmington office of Miller Stratvert, P.A. His areas of practice include commercial transactions, business succession planning, estate planning, probate, and water law matters.

Over the course of his legal career, Risley also spent eleven years as vice president of Legal Affairs, general counsel, and corporate secretary for Mesa Air Group, working there until returning to private practice in 1999. During his tenure, he also served as president of Mesa Air Pilot Development.

He received a B.A. from Hardin-Simmons University in 1980. Risley went on to complete a J.D. at Baylor Law School in 1983.

He was admitted to practice in Texas (1983), the United States District Court for the Southern District of Texas (1984), New Mexico (1988), the United States Court of Appeals for the Tenth Circuit (1989), the United States District Court for the District of New Mexico (1995), and Colorado (2018).

His civic involvement has included the Boy Scouts of America, the Navajo Ministries Board of Directors, the San Juan County Rotary Club (past president), and the Farmington Chamber of Commerce.

Risley was named Vocational Member of the Year by the San Juan County Rotary Club in 2003.

He and his wife, Annette, have three children and eight grandchildren. In his free time, Risley enjoys flying, cycling, mountain biking, and camping. Risley is also a licensed ham radio operator.

He is registered as a Republican.
