Judge John A. Wittmayer - Professional Background & Legal Expertise

Biography

Hon. John A. Wittmayer (Ret.) was a judge for the 4th Judicial District Circuit Court of Oregon in Multnomah County. He was appointed to the district court bench by former Governor John Kitzhaber in 1996 and began his tenure on the circuit court after the courts merged into single unified trial courts in 1998. Wittmayer retired in 2019.

On the bench, he presided over civil, family, probate, and criminal matters. Prior to his appointment, Wittmayer was a judge pro tem for the district court in Multnomah (1994) and the circuit courts in Clackamas (1994 to 1996) and Washington Counties (1992).

In addition to serving as a part-time judge, he was an attorney at Mitchell, Lang & Smith (1981 to 1996) and an arbitrator for the Multnomah County Courts (1984 to 1996). Before that, Wittmayer was a partner at Gaylord, Thomas & Wittmayer, where he handled personal injury, criminal defense, and family law matters (1977 to 1981).

He received a B.S. in political science from Portland State University in 1969. Wittmayer then worked as a deputy sheriff with the Multnomah County Sheriff’s Office before completing a J.D. at Lewis & Clark Law School in 1973.

He was admitted to practice in Oregon (1973), the United States District Court for the District of Oregon (1974), the United States Court of Appeals for the Ninth Circuit (1984), the United States District Court for the Western and Eastern Districts of Washington (1984), and the United States Supreme Court (1995).

After graduating from law school, he began his legal career as a trial attorney with the United States Department of Justice in Washington, D.C. (1973 to 1974). Then, in 1974, Wittmayer relocated to Oregon, where he prosecuted misdemeanor and felony criminal cases as a deputy district attorney with the Multnomah County District Attorney’s Office for three years.

He served on the Multnomah Bar Association Professionalism Committee, the Oregon State Bar Law-related Education Committee, and the Oregon Bench and Bar Commission on Professionalism.
