Judge Lori Thatcher Quillen: Professional Background and Legal Expertise

Biography

Hon. Lori Thatcher Quillen (Ret.) was a judge for the Owen County Circuit Court in Indiana. She was elected to the bench in 2012. Quillen retired on January 20, 2023.


Prior to her election, she presided as a commissioner for the Owen County Child Support Enforcement Court (2006 to 2012) and a judge for the Owen County Drug Court (2005 to 2012). Quillen was also Director of the Owen County CASA (2004 to 2012) and the Family Court Mediation Program (2005 to 2006) and a referee for the Owen County Circuit Court (2003 to 2012).


Before joining the bench, she worked as a deputy prosecutor with the Owen County Prosecutor’s Office (1996 to 2003) and was an attorney at Petri, Fuhs & Thatcher (1989 to 1996).


Quillen received a B.S. in criminology from Indiana State University in 1982. She went on to complete a J.D. at Indiana University, Robert H. McKinney School of Law in 1989.


Quillen was admitted to practice in Indiana (1989), the United States District Court for the Northern and Southern Districts of Indiana, the United States Court of Appeals for the Seventh Circuit, and the United States Supreme Court.


Her memberships included the Indiana State Bar Association, the Owen County Bar Association, and the Owen County Child Protection Team.


Quillen was a former officer of the Owen County Library Bonding Committee, and her civic involvement included the Owen County Apple Butter, the Gosport Lazy Days, the Owen County Fishing Team, the Owen County Fair, the Owen County Community Foundation, and the Spencer Elementary Fun Frolic.


She attended Owen Valley High School.
