Judge Raymond D. Crutchley - Professional Background & Legal Expertise

Biography

The Hon. Raymond D. Crutchley is a judge for the 11th Judicial District Circuit Court of Oregon. He was appointed to the bench by former Governor Kate Brown in 2018, filling a vacancy created by the retirement of the Hon. Alta Brady.

The 11th Judicial District encompasses Deschutes County. At the time of his appointment, Crutchley was the first African American to serve as a state judge east of the Cascades in Oregon.

Prior to his appointment, Crutchley was a deputy district attorney for the Deschutes County District Attorney’s Office, a position to which he was named in 2015. Before that, he spent over a decade representing underserved clients in criminal defense and civil matters in Northeast Portland and Hillsboro.

Crutchley earned a bachelor’s degree in philosophy and sociology from Queens College in 1995. He then completed a J.D. at Lewis & Clark Law School in 1999.

After graduating from law school, Crutchley began his legal career as a law clerk to the Hon. Raymond Bagley, Jr. of the Clackamas County Circuit Court.

Born and raised in Jamaica, Crutchley and his mother immigrated to New York when he was eleven years old. He attended Jamaica High School and enlisted in the United States Marine Corps. When not presiding over legal proceedings, Crutchley has been actively involved with the Bend Downtown Livability Committee.
