Judge Richard W. Kirby - Professional Background & Legal Expertise

Biography

Hon. Richard W. Kirby is an associate district judge for the Oklahoma County District Court (District 7) in Oklahoma.

During his judicial tenure, Kirby has presided over criminal, probate, guardianships, and adoptions. He also spent time as the supervising judge for the Oklahoma County Juvenile Courts.

Prior to joining the bench, he was general counsel with the Oklahoma Department of Corrections. As such, Kirby is credited with acting as lead attorney for the Department in litigation involving the longest active prison condition lawsuit in the agency’s history. He also led the Department's efforts to obtain the Prison Litigation Reform Act, resulting in a significant reduction in inmate litigation in the state.

Before joining the Department of Corrections, Kirby worked in the Office of the Governor for former Governor Frank Keating (1997 to 2003). During his six years there, he served as chief advisor on criminal justice, truth in sentencing, juvenile law, and prisons. For his efforts, Kirby received recognition from the Oklahoma District Attorney’s Association and the Oklahoma Sheriff’s Association.

He also taught as an adjunct professor of law at Oklahoma City University School of Law.

Kirby received a B.B.A. from the University of Oklahoma in 1984. He went on to complete a J.D. at the University of Oklahoma College of Law in 1987.

Kirby was appointed to serve on the Juvenile Justice Oversight Committee, the Oklahoma Commission on Children and Youth, and the 2013 Juvenile Justice Reform Committee (chairman).

He has been a speaker for the Oklahoma Bar Association, the Oklahoma County Bar Association, and Lawyers for Children. Kirby was also involved with Special Care, the Edmond Association of Retarded Citizens (E.A.R.C.), and the Putnam City United Methodist Church.

He was named Area III Adoption Advocate of the Year by D.H.S. (2008) and Judge of the Year by the Oklahoma CASA Association (2012).

Kirby and his wife, Jane Ellen Rost, have two grown children.
