Judge Scott L. Rolle - Professional Background & Legal Expertise

Biography

The Hon. Scott L. Rolle is an associate judge for the Frederick County Circuit Court in Maryland. He was elected to the bench on November 4, 2014.

Prior to his election, Rolle was a sole practitioner in his own private practice, a law firm he opened in 2007. He specialized in criminal, family, personal injury, and workers’ compensation cases. Before that, he was the State’s Attorney for the Frederick County State’s Attorney’s Office (1995 to 2007).

Rolle earned a bachelor’s degree in communications from the University of Dayton in 1984. He then completed a J.D. at Ohio Northern University, Claude W. Pettit College of Law in 1986. Rolle is also a graduate of the Federal Bureau of Investigation National Law Institute (1997). He is admitted to practice in West Virginia (1986) and Maryland (1991).

After graduating from law school, Rolle began his legal career as an assistant state’s attorney for the Frederick County State’s Attorney’s Office. During his tenure there, he served as the county’s chief narcotics prosecutor. Then, in 1991, he entered into private practice. He worked in this capacity until his election as the State’s Attorney for Frederick County.

His memberships have included the Maryland State Bar Association, the Frederick County Bar Association, and the Maryland State’s Attorneys’ Association. He sat on the State Prosecutor Selection & Disabilities Commission, the Frederick County Republican Central Committee, and the Community Prosecution Initiative.

He was named Outstanding Young Marylander by the Frederick County Jaycees (1997) and the Maryland Jaycees (1997).

Born in Washington, D.C., Rolle attended Georgetown Preparatory School in North Bethesda. He is a veteran of the United States Army Reserve, completing a deployment to Afghanistan as Chief of the Gross Violations of Human Rights Investigations (2018). Rolle is noted for his defense work in the court-martial of Sergeant Michael Smith, a dog handler at Abu Ghraib prison. He retired as a Lieutenant Colonel, where he was assigned to the 154th Legal Support Organization of the JAG Corps.
