Biography

The Hon. Thomas M. Cecil (Ret.) was a judge for the Sacramento County Superior Court in California. He was originally appointed to the Municipal Court in 1989 by former governor George Deukmejian. He was subsequently elevated to the Superior Court in 1992. The Hon. James P. Arguelles filled the vacancy created by his retirement in 2010.


Cecil received his J.D. from the University of the Pacific, McGeorge School of Law in 1975.


After graduating from law school, Cecil began his career in politics, becoming a member of California’s Republican Assembly caucus, which would help pave the way for future positions in the Senate.


After his political career, Cecil entered into private corporate law practice.


He would eventually return to politics and was ultimately appointed by then-governor Deukmejian to serve as the deputy director of legal affairs for the California Department of Consumer Affairs in 1983.


Realizing that the position did not suit him, Cecil began serving as a judge pro tem for local small claims courts.


After assuming the bench, Cecil served as a presiding judge and was assigned to the criminal department as well as the civil law and motion department. He also served as an advocate for advancing technology within the courts.


Cecil served as a wedding officiant for many years.
