Judge Vicki L. Carmichael - Professional Background & Legal Expertise

Biography

Hon. Vicki L. Carmichael is a judge for the Clark County Circuit Court in Indiana. She was elected to the bench in 2006.

During her judicial tenure, Carmichael has served as Presiding Judge of the Clark County Circuit Court and oversees the Family Treatment Drug Court and Juvenile Detention Alternatives Initiative.

She first joined the bench as an elected judge of the Jeffersonville City Court in 2000 and remained in that capacity until her election to the Clark County Circuit Court in 2006.

Before beginning her judicial career, Carmichael worked for eleven years as an assistant public defender and a chief public defender with the Clark County Public Defender’s Office (1989 to 2000).

She received a B.A. in sociology from Indiana University Southeast in 1984. Carmichael went on to complete a J.D. at the University of Louisville, Louis D. Brandeis School of Law in 1987.

She was admitted to practice in Kentucky (1987), Indiana (1988), the United States Supreme Court, the United States Court of Appeals for the Sixth Circuit, the United States Court of Appeals for the Seventh Circuit, the United States District Court for the Southern District of Indiana, and the United States District Court for the Western District of Kentucky.

Her memberships include the Sherman Minton Inn of Court, the American Bar Association, the American Judges Association, and the Indiana State Bar Association.

Carmichael also sat on the Board of Directors of the Judicial Conference of Indiana, the Board of Managers of the Indiana Judges Association, and the Indiana Council of Juvenile and Family Court Judges (treasurer).

Her husband, Lonnie Cooper, served in the United States Peace Corps in Toledo City, Cebu, Philippines. The couple went on to sponsor a student from the Philippines, whom they later determined to adopt.

Carmichael was raised in Jeffersonville, Indiana, where she moved with her family at the age of eight. Her father worked as an English teacher, and her mother was a secretary. When not presiding over legal matters, she enjoys reading, watching movies, and traveling.
