Judge Adrian N. Armstrong - Professional Background & Legal Expertise

Biography

Hon. Adrian N. Armstrong is an acting justice of the Bronx County Supreme Court, Civil Term in the Twelfth Judicial District of New York. He was designated to the Bronx County, Civil Term by Chief Administrative Judge Lawrence K. Marks in 2020.

Armstrong was initially appointed to serve as a judge for the New York State Court of Claims after receiving an appointment from Governor Andrew Cuomo in July 2020. He was confirmed to the position by the New York State Senate shortly after.

Armstrong received a B.S. from Longwood University in 1984. He went on to earn a J.D. from Pace University School of Law in 1990.

Prior to his appointment to the Court of Claims, he had served as a judge for the Mount Vernon City Court since receiving an appointment to that seat from former Mayor Ernest Davis in 2015. He was later elected to the position. During his tenure on the City Court bench, Armstrong presided over felony arraignments and also handled misdemeanor cases and civil lawsuits. In addition, he ran the Adolescent Diversion program problem-solving court.

Before beginning his judicial career, he had served as a principal court attorney for the New York State Office of Court Administration (1993 to 2015) and was a former assistant district attorney with the Bronx County District Attorney’s Office for three years. During his tenure with the District Attorney’s Office, Armstrong helped prosecute domestic violence offenses, sex offenses, and juvenile felony offenses.

He served as a Mount Vernon City School District trustee (2007 to 2010) and has held memberships with the Metropolitan Bar Association, the Association of Black Lawyers of Westchester County, the Mount Vernon Bar Association, and the Criminal Justice Educators Association of New York State.

Armstrong taught as an adjunct professor at Monroe College and Pace University as well as held teaching positions at Mercy College and at the College of New Rochelle.
