Judge Carl Ashley - Professional Background & Legal Expertise

Biography

Hon. Carl Ashley is a judge for the Milwaukee County Circuit Court in the First Judicial District of Wisconsin. He was elected to the bench in 1999.

During his judicial tenure, Ashley has served as Deputy Chief Judge of the Milwaukee County Circuit Court. His assignments have included the Civil Division, general misdemeanor court, domestic violence court, juvenile dependency and delinquency court, homicide/sexual assault court, felony drug court, family court, and drug treatment court.

Prior to joining the bench, he had operated his own law firm since 1992. While in solo practice, Ashley also served as an administrative law judge for two years (1997 to 1999). Before that, he was a public defender in Wisconsin (1983 to 1992).

He received a B.S. from Marquette University in 1979. Ashley went on to complete a J.D. at Marquette University Law School in 1983.

He was admitted to practice in Wisconsin (1983), the United States District Court for the Western District of Wisconsin (1983), and the United States District Court for the Eastern District of Wisconsin (1983).

Ashley sat on the Milwaukee Bar Association Board of Directors and received Domestic Violence Training from the National Council of Juvenile and Family Court Judges. He is a past vice-chair of the Supreme Court Policy and Planning Committee and has chaired its Subcommittee on Effective Justice Strategies Committee and the newly-created Wisconsin State Bar Diversity and Inclusion Oversight Committee.

He is the recipient of the Sam Stellman Justice for Women Award from the Milwaukee Women’s Center, the Leaders in Law Award from the Wisconsin Law Journal (2014), the State Bar President’s Award (2014 and 2015), and the Charles L. Goldberg Distinguished Service Award from the Wisconsin Law Foundation (2019). Ashley was named Innovator of the Year in 2003, and the State Bar of Wisconsin named him Judge of the Year in 2011.

He was born in Milwaukee, Wisconsin, the middle child of eight siblings. Ashley attended Marquette High School. He and his wife, Felita, have two daughters.
