Biography

The Hon. Catherine M. Harlan (Ret.) was a judge for the 6th Judicial Circuit Court of Florida. Harlan was appointed to the bench by former Governor Bob Graham in 1986. She retired in 2005.


The 6th Judicial Circuit encompasses Pasco County and Pinellas County. Harlan held assignments in both counties, presiding over criminal, civil, and family law cases.


Prior to her appointment, Harlan was a judge for the Pinellas County Court, a position to which she was named by former Governor Reubin Askew in 1975. At that time, Harlan became the first female county judge.


She completed a J.D. at the University of Florida, Fredric G. Levin College of Law.


After graduating from law school, Harlan began her legal career with the Office of the Public Defender for the 6th Judicial Circuit in Pinellas County. She served in that capacity until her appointment to the bench, sitting as the Chief Deputy Public Defender in Clearwater.


Harlan has been married to Jim Smith, the former Pinellas County Property Appraiser.
