Judge Cynthia A. Baldwin - Professional Background & Legal Expertise

Biography

The Hon. Cynthia A. Baldwin (Ret.) served as an associate justice for the Supreme Court of Pennsylvania. Baldwin was appointed to the bench by former Governor Ed Rendell in 2006. She retired in 2008.

Baldwin began her judicial career as a judge for the Allegheny County Court of Common Pleas, a position to which she was elected in 1989. At that time, she became the first black woman to be elected to the Allegheny County Court of Common Pleas. She held assignments in the Family Division, the Civil Division, and the Juvenile Court.

Prior to her election to the bench, Baldwin served as the prosecuting attorney-in-charge of the Bureau of Consumer Protection for the Office of the Pennsylvania Attorney General.

Baldwin earned a B.A. in English and an M.A. in American literature from Pennsylvania State University. She spent the next several years working as the Assistant Dean of Student Affairs at Pennsylvania State University’s Greater Allegheny Campus before completing a J.D. at Duquesne University School of Law.

After retiring from the bench, Baldwin entered into private practice.She worked as a partner at Duane Morris, where she specialized in appellate litigation matters and not-for-profit issues. She then joined Pennsylvania State University as its general counsel. During her tenure there, she gained national attention during the Penn State child sex abuse scandal.

Her memberships have included the Pennsylvania Bar Association and the Women’s Bar Association. She has sat on the Safety, Health & Environmental Committee of Koppers as well as the boards of the Pittsburgh Chapter of National Association of Corporate Directors, Vibrant Pittsburgh, and Penn State Greater Allegheny.

She is a recipient of the Espirit Children’s Service Award from the Mental Health Association of Allegheny County (2003), the Greater Pittsburgh Area Athena Award (2008), the History Makers Award in Government from the Senator John Heinz History Center (2010), and the Women Who Make a Difference Award from the International Women’s Forum (2009).

A Fulbright Scholar to Zimbabwe, Baldwin lectured on Constitutional Law and Jurisprudence at the University of Zimbabwe in the early 1990s. She served on a team sponsored by the American Bar Association, the National Judicial Conference, and the D.C. Superior Court to conduct judicial education programs in Malawi, Tanzania, and Uganda.

Baldwin was born in McKeesport, Pennsylvania.

She is registered as a Democrat.
