Biography

The Hon. Elaine A. Barbour is a judge for the 9th Judicial Circuit Court of Florida. She was elected to the bench in 2014 and re-elected in 2020.

The 9th Judicial Circuit encompasses Osceola County and Orange County. Barbour has held assignments in both counties, presiding over cases in the Unified Family Court (Osceola), the Criminal Division (Osceola, Orange), and the Domestic Relations Division (Orange).

Barbour earned a B.A. in environmental studies from Rollins College in 1984. She then completed a J.D. at Samford University, Cumberland School of Law, in 1988. She is Board Certified in Criminal Trial Law by the Florida Bar (1997).

After graduating from law school, Barbour began her legal career as an assistant public defender in the Office of the Public Defender for the 9th Judicial Circuit. She served in that capacity for four years, eventually leaving to enter into private practice at Darin & Gerjel. Then, in 1993, she became a partner at Barbour & Engum. Barbour remained with the firm until 2000, at which time she opened her own private practice as a sole practitioner.

Her memberships have included the Orange County Bar Association, the Osceola County Bar Association, the Central Florida Association of Women Lawyers, and the Central Florida Family Law Inns of Court. She has also been involved with Tiger Bay and Rotary Club International.
