Biography

Hon. Howard H. Harcha, III is a judge for the Scioto County Court of Common Pleas (General Division) in Ohio. He was elected to the seat in 1996.

Prior to his election, Harcha had presided as a judge for the Portsmouth Municipal Court since 1991.

He received a B.A. from the Ohio State University in 1979. Harcha went on to complete a J.D. at Ohio Northern University, Claude W. Pettit College of Law in 1982.

Before joining the judiciary, he was a city prosecutor for the Portsmouth Municipal Court (1982 to 1991) and had a general law practice as a private practice attorney along with his father, Howard H. Harcha, Jr. (1982 to 1991).

His memberships have included the Ohio Common Pleas Judges Association (president and Board of Trustees), the American Judges Association (Board of Governors and Court of Appeals), the Ohio State Bar Association (Board of Governors), and the Ohio Academy of Trial Lawyers (Board of Trustees).

Harcha also sat on the Ohio Judicial Conference Committee on Community Corrections (co-chairman) and Executive Committee as well as the Ohio Supreme Court Committee for Attorney Specialization and the Ohio State Bar Association’s Criminal Justice Committee.

His civic involvement included the STAR Community Justice Center and the Judicial Advisory Board (chairman).

Harcha and his wife, Peggy, a pathology manager at Southern Ohio Medical Center, have four children. He is a member of Cornerstone United Methodist Church.
