Judge Manpreet Monica Singh: Professional Background and Legal Expertise

Biography

Hon. Manpreet Monica Singh is a judge for the Harris County Civil Court at Law No. 4 in Texas. She was elected to the bench in 2022, becoming the first Sikh female judge to preside in Harris County.


Prior to her election, she worked in private practice for over twenty years.


Singh received a bachelor’s degree from the University of Texas at Austin. She went on to complete a J.D. at South Texas College of Law Houston.


Singh has served as a member of the Board of Directors of the ACLU of Texas, the Texas Lyceum, and the Sikh Coalition. She also served as a chapter representative for the American Board of Trial Advocates and has taught CLE topics at the University of Texas and the State Bar of Texas.


Singh received the Distinguished Member Award from the South Asian Bar Association (2017), the Texas Diversity Champion Award from the State Bar of Texas (2018), and the Passion of Excellence Award. In addition, she was the runner-up for the Houston Young Lawyers Association Most Outstanding Attorney in 2010.


She is a graduate of the Harvard Leadership Program, the FBI Citizens Academy, and Leadership Houston.


Singh served as a member of Houston Mayor Sylvester Turner’s Transition Team and as a liaison with the Department of Homeland Security.


She was born and raised in Houston, Texas, growing up in Northwest Houston, where she attended Klein Forest High School. Her father, AJ, immigrated to the United States from India in the 70s to work as an architect. After settling in Texas, the family owned and operated a print shop.


Singh has spent her legal career serving as a representative for the Sikh community, including working to change Texas textbooks for 6th and 10th graders to include Sikhism and advocating for the permission of turbans and beards to be worn by Sikh officers in the military, as well as the Harris County Sheriff’s Office, which is obligatory for the men of that culture.


When not presiding over legal matters, she enjoys reading, traveling, and spending time with her teenage boys.
