Judge Patricia Koppa - Professional Background & Legal Expertise

Biography

Hon. Patricia Koppa is a court commissioner for the Manitowoc County Circuit Court in the Fourth Judicial District of Wisconsin. She joined the bench in 1997.

During her judicial tenure, Koppa has also served as the Register in Probate for the Manitowoc County Circuit Court. In those capacities, she handles almost all probate and guardianship matters and hears civil commitments, juvenile, small claims, injunctions, and forfeiture matters.

Before joining the bench, Koppa was in private practice for twelve years (1985 to 1997). During that time, she managed her own solo practice (1993 to 1997) and was an attorney at Muchin, Muchin & Bruce (1985 to 1992). While in private practice, Koppa served as a Chapter 7 Bankruptcy Trustee in the Eastern District of Wisconsin and acted as a contract Guardian ad Litem in Manitowoc County. She was also adversary counsel for Civil Commitments.

Koppa received a B.S. in political science from the University of Wisconsin-Stevens Point in 1982. She went on to complete a J.D. at the University of Wisconsin Law School in 1985. Koppa was admitted to practice in Wisconsin (1985) and the United States District Court for the Eastern and Western Districts of Wisconsin.

Her memberships have included the Manitowoc County Bar Association (secretary and treasurer) and the Board of Directors of the Bankruptcy, Insolvency, and Creditors Rights Section of the State Bar of Wisconsin.

She has sat on the Wisconsin Register in Probate Association Forms Committee and the Wisconsin Supreme Court Records Management Committee-Forms. Koppa was also a participant in Manitowoc County Juvenile Justice reform and assisted in the formation of the Criminal Justice Coordinating Council to help establish evidence-based decision making in Manitowoc County.

She has served as a volunteer for the Girl Scouts of Manitou Council, the Experimental Aircraft Association, Thunder on the Lakeshore, and the MACS Home & School Association.
