Judge Phillip R. Urie - Professional Background & Legal Expertise

Biography

The Hon. Phillip R. Urie is a judge for the San Joaquin County Superior Court in California. He was elected to the bench in 2008. He filled the vacancy created by the retirement of the Hon. John Parker (Ret.).

Judge Urie graduated with his B.A. in finance and Russian from the University of Utah in 1978. He went on to earn his J.D. from the University of the Pacific, McGeorge School of Law in 1981.

Urie also served in the U.S. Army for seven years. During that time, he was stationed in both Ethiopia and Germany and served as a French and Russian linguist.

After graduating from law school, Urie worked as a senior tax accountant for Arthur Anderson & Co. from 1981 until 1985.

He then became a deputy district attorney with the San Joaquin County District Attorney's Office. During his twenty-three year tenure there, Urie became an expert in California's asset forfeiture laws and spent the bulk of his time prosecuting asset forfeiture cases in both civil and criminal court. He also helped prosecute felony cases involving homicides, arson, burglary, kidnapping, and illegal drugs. His other assignments included the D.A.'s Intake Unit, where he was tasked with reviewing the department's misdemeanor and felony filings. Urie remained with the District Attorney's Office until being elected to the Superior Court in 2008.

While on the bench, Judge Urie has presided in the Criminal Department at the Lodi Branch.

His memberships have included the California State Bar, the Bar of the United States Supreme Court, and the California District Attorneys Association.

He has also taught business law, income tax law, beginning Russian, and paralegal studies as an adjunct professor.
