Judge Richard R. Trunnell - Professional Background & Legal Expertise

Biography

Hon. Richard R. Trunnell is an associate judge for the Anne Arundel County Circuit Court in the Fifth Judicial Circuit of Maryland. He was appointed to the bench by Governor Larry Hogan in December 2019.

Prior to joining the bench, Trunnell had managed his own private sole practice, Trunnell Law, LLC, since 2010. His areas of practice included general litigation matters involving personal injury, auto accidents, divorce, juvenile, criminal, traffic, and DUIs. Trunnel also had a significant mediation practice, including both court-ordered and private mediations. He had previously spent three years as a sole practitioner beginning in 1996.

In between that time, he was a partner at the Crofton law firm of Whitworth & Trunnell, P.A. (1999 to 2010). Trunnell was also a former litigation associate at Wilson, Goozman Bernstein & Markuski (1993 to 1996).

Before entering into private practice, Trunnell worked for five years as an assistant state’s attorney with the Prince George’s County State’s Attorney’s Office (1988 to 1993).

He also spent time as a best interest and privilege attorney for the Anne Arundel County Circuit Court, a pro bono domestic violence attorney for the YWCA of Annapolis and Anne Arundel County, and an instructor at Anne Arundel Community College.

Trunnell received a B.A. in history from Gettysburg College in 1984. He went on to complete a J.D. at the University of Maryland, Francis King Carey School of Law in 1987. While a law student, Trunnell served as a judicial intern to the Hon. Norman P. Ramsey with the United States District Court for the District of Maryland (1986) and a law clerk at Miller, Miller & Canby, P.C. (1986 to 1987).

He was admitted to practice in Maryland (1987), the Supreme Court of Pennsylvania (1987), the United States District Court for the District of Maryland (1988), and the United States Court of Appeals for the Fourth Circuit (2012).

After graduating from law school, Trunnell began his legal career as a judicial law clerk to the Hon. Calvin R. Sanders with the Sixth Circuit Court of Maryland (1987 to 1988).

His memberships have included the Maryland State Bar Association, the Anne Arundel County Bar Association, the Maryland Judicial Nominating Commission, and the Maryland Judiciary Juvenile Justice Standards and Training Workgroup.

Trunnell has also been a member of the Maryland State Bar Association’s Family and Juvenile Law Council and was co-chair of its Legislative Affairs Committee. In addition, he served as a trained mediator since 1995 and sat on the Anne Arundel Circuit Court Custody/Visitation and Property Panel.

He was also involved with the American Heart Association Board of Directors (Anne Arundel County Chapter).
