Judge Robert E. Belanger - Professional Background & Legal Expertise

Biography

The Hon. Robert E. Belanger is a judge for the 19th Judicial Circuit Court of Florida. He was appointed to the bench by former Governor Jeb Bush on December 13, 2004, filling a vacancy created by the retirement of the Hon. Cynthia G. Angelos.

The 19th Judicial Circuit encompasses Indian River, Martin, Okeechobee, and St. Lucie Counties. He has held assignments in St. Lucie County, presiding over cases in the felony, civil, probate, and family divisions. He also sat as an associate judge for the Fourth District Court of Appeal (2007, 2018).

Prior to his appointment, Belanger was an assistant state attorney in the Office of the State for the 19th Judicial Circuit, a position to which he was named in 1994. During his tenure there, he was the attorney-in-charge of the offices in Martin County and St. Lucie County. Before that, he was an associate at Svete, McGee & Carrabine, representing a wide variety of clients in personal injury, insurance defense, and domestic relations matters in Chardon, Ohio (1990 to 1994).

Belanger earned a bachelor’s degree in political science from John Carroll University in 1981. He then completed a J.D. at Cleveland State University, Cleveland-Marshall College of Law (1986) and an LL.M. in judicial studies at Duke University School of Law (2014).

He is admitted to practice in Florida (1993), Ohio (1986), the United States Court of Military Appeals (1989), the United States District Court for the Northern District of Ohio (1990), and the United States Supreme Court (1992).

After graduating from law school, Belanger began his legal career as deputy counsel to the commanding general of the United States Marine Corps Air Bases Western Area in El Toro, California. In that capacity, he provided legal advice on a wide range of matters, including environmental law, Federal Tort Claims Act, land use and encroachment, procurement integrity, and government ethics.

His memberships have included the Federalist Society, the Justice Major B. Harding American Inn of Court, the Marine Corps Association, and the Army and Navy Club.
