Biography

The Hon. Roger W. Boren (Ret.) served as the administrative presiding justice of the California Second District Court of Appeal (Division Two). Boren was appointed to the bench by former Governor George Deukmejian in 1987. He retired on January 31, 2017.


Over the course of his judicial career, Boren sat as a judge for the Newhall Municipal Court, a position to which he was appointed by Governor Deukmejian in 1984. Shortly after, in 1985, he was elevated to the Los Angeles County Superior Court. While on the California Court of Appeal, Boren was named Presiding Justice (1993) and Administrative Presiding Justice (2004).


Boren earned a bachelor’s degree in political science from the University of California, Berkeley in 1966. He then completed an M.A. in international relations from San Jose State University (1968) and a J.D. at the University of California, Los Angeles School of Law (1973).


After graduating from law school, Boren joined the California Office of the Attorney General. He worked as a deputy attorney general until 1984, sitting as head of the Office of Special Prosecutions in Los Angeles.


His memberships have included the California Judicial Council, the California Judges Association, the Association of Deputy Attorneys General, the California District Attorneys Association, and the Los Angeles County Bar Association. He sat on the Board of Directors for the Henry Mayo Newhall Memorial Hospital.


Boren was born in Bingham, Utah and raised in Burley, Idaho and Hayward, California. As a member of the Church of Jesus Christ of Latter-day Saints, Boren performed missionary work in Austria. He is also a veteran of the Vietnam War. He served as an intelligence officer in the United States Army as well as the United States Army Reserve. When not presiding over legal matters, he enjoys basketball and travel.


He is registered as a Republican.
