Judge Spencer J. Ludington - Professional Background & Legal Expertise

Biography

The Hon. Spencer J. Ludington is a surrogate for the Oswego County Surrogate’s Court in the Fifth Judicial District of New York. He was elected to the Surrogate’s Court bench in 2013. Surrogate Ludington was appointed to serve as an Acting Justice of the Oswego County Supreme Court in 2016. He has also served as an acting judge of the County’s Family and County Courts since 2007.

His judicial career began in 1997 when he was first elected to the Fulton City Court bench. Judge Ludington was re-elected to that position in 2009 and remained on the City Court bench until his election to the Surrogate’s Court.

He received his B.A. from Syracuse University in 1982. He went on to earn a J.D. from St. Thomas University School of Law in 1987.

Shortly after graduating from law school, Ludington joined the Onondaga County District Attorney’s Office, where he worked as an assistant district attorney from 1989 until 1990.

It was at that time, he entered into private practice. Ludington served as a general practice attorney from 1990 to 2007. In addition to his law practice, he also served as a part-time assistant district attorney in Oswego County (1994 to 1997) and as a corporation counsel for the City of Fulton (1992 to 1994).

His memberships have included the Friends of History of Fulton, New York, Inc., the Oswego Maritime Foundation, and the Oswego County Bar Association, of which he served as a past president.
