Biography

The Hon. William F. Martin is an associate justice for the Lowell District Court in Massachusetts. He was appointed to the bench by Governor Charlie Baker in 2018.


Martin began his judicial career with the United States Navy. He joined the Judge Advocate General’s Corps in 1987, prosecuting and defending cases before Courts-Martial and Administrative Board in San Diego. Then, in 1993, Martin joined the United States Naval Reserve as a defense attorney. He represented sailors facing administrative discharge until 2007. At that time, he was selected to serve as a United States Navy Trial Judge, rising through the ranks to become Deputy Chief Judge of the Naval Reserve Trial Judiciary.


Prior to his appointment, Martin worked as a public defender for the Committee for Public Counsel Services since 2012. Before that, he was a sole practitioner in his own private practice (1996 to 2012) as well as an associate in the Law Office of Carmen Frattaroli (1993 to 1996).


Martin earned a bachelor’s degree from Stonehill College. He then completed a J.D. at Western New England Law School.


His memberships have included the Board of Directors of the Essex County Bar Advocates as well as the Hamilton-Wenham School Committee and the American LegionPost 194. He also taught as an instructor and mentor at the Naval Justice School.


Martin was a resident of Hamilton at the time of his appointment.
