Judge William V. Tucker - Professional Background & Legal Expertise

Biography

Hon. William V. Tucker is the County Administrative Judge for the Howard County Circuit Court in the Fifth Judicial Circuit of Maryland. He was appointed to the bench by former Governor Martin O’Malley in 2011.

Tucker was named the County Administrative Judge for the Howard County Circuit Court in September 2018 by the Hon. Mary Ellen Barbera, Chief Judge of the Maryland Court of Appeals.

Prior to his appointment, he spent seven years as a Master in Chancery with the Howard County Circuit Court (2004 to 2011). Before that, Tucker worked in private practice. During that time, he managed his own private solo practice (2001 to 2004) and was an attorney at Shapiro & Tucker, P.A. (1998 to 2001).

He received an A.A. in communications from Union College (1983) and a B.A. in political science from Stockton State College (1988). Tucker went on to complete a J.D. at the University of Maryland, Francis King Carey School of Law in 1991.

He was admitted to practice in Maryland (1991) and the United States District Court for the District of Maryland (1992).

After graduating from law school, Tucker began his legal career as a law clerk to the Hon. James B. Dudley with the Howard County Circuit Court (1991 to 1992). Then, upon completing his clerkship, he joined the Howard County State’s Attorney’s Office as an assistant state’s attorney in 1992. During his tenure as a prosecutor, Tucker served as chief of the Juvenile Division for three years beginning in 1995. He held that position until entering into private practice in 1998.

His memberships have included the Maryland State Bar Association, the Federal Bar Association, the Howard County Bar Association (Board of Directors), the Maryland Trial Lawyers Association, the Howard County Drugfree (Board of Directors), the Howard County Bar Foundation, the Waring Mitchell Law Society of Howard County (past president and corresponding secretary), the James Macgill American Inn of Court (past president), and the Maryland Criminal Defense Attorneys’ Association.

Tucker also sat as a member of the Maryland Judicial Conference’s Judicial Ethics Committee, the Howard County Drug and Alcohol Abuse Council, the Task Force to Study Maryland’s Criminal Gang Statutes, and the Judicial Council’s Juvenile Law Committee, Equal Justice Committee, and Mentor Subcommittee of the Education Committee (chair).

He was born in Newark, New Jersey.
